The former Everton and Birmingham City trainee had tests carried out when his sister was rushed to hospital with a heart condition in November.
Doctors confirmed that the condition was hereditary which led to the whole family undergoing tests.
Higgins received the news last week that he had to retire from the game.
Reacting to the devastating blow, the 23-year-old told the club’s website: “It is obviously heartbreaking news and something I will have to digest.
“Football has been my life and all I ever wanted to do since the age of four.
“I would like to thank the Torquay United players, staff and supporters for the encouragement they have given me over my time at the club.
“It was very tough breaking this news to the players today but they are a terrific bunch of lads, and I wish the football club every success in the future.”
Higgins joined the Gulls last summer from Southport where he collected the Player of the Season award.
He also spent time at Tamworth, Telford and Chester for whom he made over 100 appearances for, netting four times.
The full-back last played in November 2017, as Torquay snatched a 1-0 victory at Sutton United.
