Pennock saw his team draw 0-0 with National League North side Brackley in the FA Trophy second round on Saturday.
Although the Bluebirds’ second half performance was much improved, the Holker Street boss wasn’t happy with levels of creativity.
That could mean again dipping into the transfer market but there will be no rush signings for fifth-from-bottom Barrow.
Pennock said: “We’re always looking for players to make us stronger and we’re working hard behind the scenes.
“I hope there will be something to say on that soon but as everyone knows we can’t just get people in for the sake of it.
“We’ve got a big period in our season coming up and we need to make sure we are ready.”
Pennock was happy with his side’s second-half performance at St James Park after an “awful” first 45 minutes.
“We were a lot better after half time, but we couldn’t have been much worse,” the manager said.
“Hopefully we can get the job done on Tuesday but we’ve got to turn up and we’ve got to be better than we were in the first half, that’s for sure.”
