Lemonheigh-Evans, 21, joins on loan until the end of the season after appearing for the Robins in the Emirates FA Cup this season.
The player capped by Wales at under-16, 17 and under-18 level has previously spent time on loan with National League South outfit Bath City over two loan spells - in the second he made six appearances scoring 3 goals.
Torquay`s head coach Gary Owers told the club`s official website: “I had him earlier this season on loan at Bath but things have changed since then because he’s made his debut for Bristol City.
“He’s someone that can live with both sides of the game. He has the physicality to compete, but I see him as more of an attacking midfielder.”
Meanwhile, Torquay have extended George Dowling’s loan from Bristol City for another month.
