The pair join after leaving Southend United and Gateshead respectively and join Kurt Willoughby and Josh Lundstram at Boundary Park.
The Latics are being touted as possible title candidates next season and David Unsworth looks to be leaving nothing to chance as he looks to build on a solid first Vanarama National League season.
Defender Hobson told the club's website: "I want to play as high as I can see and speaking to the gaffer before his ambition is to get the club to where it deserves to be and back in the football league which is exactly what I plan to achieve here also.
"It’s a tough league, but if we work hard as a team we can look back at the end of the season as one where we’ve done something successful."
Hobson brings a few years of experience in the Vanarama National League having spent time with Eastleigh, Eastbourne Borough and Weymouth in the past.
Former Heed midfielder Ward said: "The aim has got to be get back in the football league and that’s what the fans of this massive club deserve."
Ward scored five goals and made 10 assists as Gateshead won the Vanarama National League North title in 2021/22.
After struggling for the first half of last season, Unsworth stabilised Oldham's season to finish mid-table.
The club have also announced the signing of academy graduate Kofi Moore who has signed his first professional deal.
