The former Lincoln City man has linked up with Simon Weaver at the CNG Stadium.
He turned down a new deal with the Coasters to make the switch, Harrogate reported in a press release tonight.
Muldoon was part of an AFC Fylde attack who scored more goals than anyone last season in the National League.
He netted the club’s Goal of the Season in the New Year thrashing of eventual champions Macclesfield.
Muldoon took to twitter to thank his old club but says he can’t wait to start his new adventure at Harrogate.
He wrote: “Happy to get this deal over the line thanks to @tb8_management , want to thank all the lads and fans for everything last year at @AFCFYLDE looking forward to getting started Monday with the boys.”
