Mernagh has scored five goals in just eight appearances for the Cheshire outfit this season, having joined Witton recently from NPL Premier Division Marine AFC.
The 22-year-old has worked under County boss Neil Young before during a spell at Chester FC in the Conference Premier, but left the Deva Stadium at the start of this year.
Young originally took Menagh to Chester in October 2013 from another NPL First Division North outfit Prescot Cables.
He scored twice on his first start for Chester against Lincoln City and hit a dramatic winner in added-time against FC Halifax Town in a live televised fixture.
Mernagh has good pedigree, having originally come through the ranks at Blackpool and Stoke City.
He will be available to make his County debut at Harrogate Town on Saturday.
