The 34-year-old joins from National League champions Leyton Orient and brings bags of experience to Hill's men.
The former Forest Green Rovers, Torquay United and Luton Town man has two titles to his name.
It comes after Fleet managing director Dave Archer promised more signings despite a reduced budget for the coming season.
"I'm trying to help Garry Hill build the best competitive squad he can within the budget," Archer told Kent Online.
"We are recruiting National League players with experience at a good level that will make this team competitive going forward.
"We're certainly not sourcing our players in the bargain basement bins," he added.
