The powerful striker has re-joined the club after leaving East Thurrock United.
Higgins has been one of the National League South’s most prolific strikers for a number of years and will lead the Clarets attack again.
It’s great news for the fans after manager Rod Stringer acted quickly following some key departures.
He isn’t the only forward returning to Melbourne - they have confirmed the return of Shaun Jeffers from Brackley Town.
Strikers Scott Fenwick and Rhys Murphy have both left - and more firepower was needed.
Higgins hopes he can get the goals to fire the club to promotion.
"I'd like to say thank you to Covo (John Coventry) and East Thurrock United for the platform they gave to me to perform during my time there,” he told the club’s website.
"I look forward to the challenge ahead with unfinished business at Chelmsford City.”
