Fullarton was at The Shay on Tuesday night as the side gained an important win against Hartlepool United, writes Tom Feaheny.
"It is a fantastic feeling to be here, I look forward to moving forward and I've seen this club over the last five years, I know what it has to offer," Fullarton said.
"Watching the game from the stands, is something I wanted to do, to see how the players reacted, I was in the dressing room before the game and I was pleased with what I saw.
"What I have to say is the potential is there, you have a fan base that is phenomenal, a stadium that is impressive and a record of players leaving here for the Football League, we can produce good talent."
Fullarton joins after one previous manager's job when he was in charge of Notts County, despite being there only 70 days in difficult circumstances, Fullarton had this to say.
"Do I regret taking the Notts County job, no, it is as simple as that I gained a lot of qualities from my time there, now I must use them."
When looking at his initial aim, Fullarton made it clear it is to stay up.
"What I say is this, the next 12 games are key we get enough points to stay up, then we can look further ahead but for now that is what matters, then we can focus on a style of play."
