They have pounced after the 24-year-old left Aldershot and will again play in the National League next season.
It’s been a busy start to the close season for manager Alan Devonshire.
Goalkeeper Carl Pentney and midfielder Adrian Clifton have both left York Road, while 18-year-old Henry Landers signs from North Leigh.
Now Fenelon - the former Torquay, Rochdale, Dagenham and Tranmere wide player - has put pen to paper.
Chief Scout Lee Devonshire told the club’s website: “Shamir is someone who we have liked for a while now.
“He has experience of playing in the football league with the likes of Crawley and he was a key ingredient in the Aldershot team that finished in the play-offs the season before last.
“He can play anywhere along the front three positions, has pace, power and is capable of scoring and creating goals.
“He is the right age and fits the profile of the type of player we are looking to bring in this summer to join the existing members of the group.”
