Born in Liverpool, the commanding centre-back brings a wealth of experience with him having won promotion on four occasions with three different clubs.
At Barrow AFC, he captained the side to promotion into the Conference, before moving and leading the Fleetwood Town side from the Conference North into the Football League.
He then moved to Luton and helped the Hatters to promotion out of the Conference in 2013-14 and became club captain too at Kenilworth Road.
McNulty has made a dozen appearances for John Still`s side this season.
Brabin said: "This signing is a big plus for us. Steve is a local lad, a leader and was in the League Two Team of the Year last season.
"He is the type of player and character that we want at the Club and I think it strengthens our squad even more so I’m delighted to be able to bring him here."
McNulty follows Friday`s arrival of Gary Taylor-Fletcher.
The 34-year-old attacker joins Rovers on a short-term deal until the end of the year and made a great start with the opening goal against leaders Forest Green Rovers on Saturday.
The forward has been without a club since his release by Barclays Premier League side Leicester City at the end of last season.
Twice promoted into England's top flight with Blackpool and then Leicester, Taylor-Fletcher brings a lot of experience and has scored more than 100 goals in his career to date.
