Manager Mark Bower has moved to strengthen his defensive options following the recent injuries to Matt Hill and Luca Havern.
With Shane Killock already out injured, Avenue were light across the defensive line and left-back Kelly arrived to provide some much-needed cover.
Kelly, 19, joined Port Vale this summer following his release by Sheffield United, where he came through the ranks and made two senior appearances.
Last year, he impressed during a loan spell at Stalybridge Celtic, making ten appearances early in the season before being recalled due to his good form.
“We’re very pleased to be able to bring in someone of Graham’s quality to the club,” Bower told the club`s official website. “He’s very well thought of at Port Vale and has had National League North experience from a loan spell at Stalybridge last season.
“With Shane Killock and Matt Hill both currently injured, we are short of options in the left side of our defence and Graham should cover perfectly for us whilst gaining valuable experience for his own individual progression in the game.
“I’d like to thank Michael Brown at Port Vale for his help in getting the deal done quickly and I hope the loan move will be beneficial to ourselves, Graham and Port Vale”.
