Bray is more than acquainted with the National League South, spending last season at Hampton & Richmond Borough.
The 20-year-old has previously played for Hendon Town, Leatherhead and Welling United and claimed the Beavers' Young Player of the Season award.
"I'm delighted to have agreed terms with Rian as his experience in National South will prove invaluable to us," Angels boss Steve McKimm told the club's official website.
McKimm seems set on adding experience of their new division after announcing the signing of St Albans winger Khale da Costa last week.
Writing on his Twitter, the departing player also paid tribute to the fans of Hampton & Richmond Borough.
He also added, "Can't wait get started next season."
